    C. No buffer width shall vary...at any point along a residential property line. (Last sentence)For non-res lots...at any point along a NON-RESIDENTIAL property line. 802-12.5 All species shall be indigenous to VA. To allow non-indigenous species invites noxious weeds.

    A reduction in buffer width may not be provided by buffer on adjoining property without the owner of new development compensating adjoining property owner. For county to allow/require adjoining property to give up buffer area without just compensation amounts to a "taking."
