    Rd. to RR Ave. Curr. RR Ave. access adequate. Add’l rd. will: Disrupt Belmont Bay Comm. Res.; Incr. safety risk to child./animals; Threaten wildlife habitat. Deer, fox, wild turkeys, eagles, etc. frequent area. EIS required. Zone as protected wildlife area.
    RF&W cites RR Ave. easement not perm. Can revisit add’l. access in the future if CSX ease. is lost. Houses near RR will cause PWC costs for noise barriers. DC - Rich. Third Rail EIS cites high noise impact for this area.
