Virginia already imposes ridiculous taxes on vehicles. it further exacerbates the taxing issue with burdensome safety inspections. If PWC needs more revenue for roads then tax fuel so the burden is spread proportionally across road users. Any tax should be exclusively to improve roads, bridges, etc.
