The proffers "pay instead of preserve" method conflicts with PWC Green Infrastructure First plan, fails to address on-site climate and stormwater impacts, lacks mitigations for waivers that reduce environmental protections, and undermines both the long-term county fiscal and environmental strategies as well as missing significant opportunities to set countywide precedents.
