11.D) DEFERRAL REQUESTED: Initiate Comprehensive Plan Amendment #CPA2026-00012, Dulles South Innovation Center - Gainesville Magisterial District - Ahmad Behzad and Reza Ramyar, Planning - Mobility, Economic Growth, and Resilience
I support a vote of YES for the Dulles South Innovation Center CPA study.
Blocking a study is an insult to the 300+ landowning families- literally thousands of residents- who have every right to have their land fairly examined.
I am a Catharpin resident and own several properties in PWC. The data centers are coming whether we like it or not. I personally would rather have a say in where they are built. Dulles South Innovation Center is in a contained area. The residents involved joined the coalition to support a project that has been thoughtfully planned, does not affect Battlefield grounds. It's adjacent to a huge power station and already has the massive towers in place and operating. THIS SHOULD BE AN EASY YES!!!
As a PWC resident and mother raising a young family here, I support initiating the Dulles South Innovation Center CPA. I hope the County views opportunities like this as a way to invest in our future by strengthening transportation, supporting education and workforce development, attracting high-quality employers, and building a more diverse local economy. Additionally, lower the burden on residents, because currently, 2/3 of the budget comes from directly taxing residents of PWC.
As a homeowner that would likely be directly affected by this project, I oppose the Dulles South Innovation project & ask the board to vote NO. Staff directly stated that a CPA would not “promote the health, safety, morals, order, convenience, prosperity and general welfare of the inhabitants.” Converting ~1,940 acres from Agriculture/Forestry and Hamlet land to I-3 Industrial is incompatible with Catharpin, surrounding rural homes, roads, water resources, farms, and the Comprehensive Plan.
I support initiating the Dulles South Innovation Center CPA. Prince William should evaluate opportunities to strengthen its commercial tax base, reduce long-term pressure on homeowners, and fund future investments in infrastructure, workforce development, technology, and economic diversification. Resident concerns should be addressed through the CPA review process with appropriate mitigation requirements.
I oppose Item 11-D, CPA2026-00012 Dulles South Innovation Center. Please follow staff's recommendation and do not initiate this CPA. Staff directly stated that a CPA would not “promote the health, safety, morals, order, convenience,
prosperity and general welfare of the inhabitants.” Converting ~1,940 acres from Agriculture/Forestry and Hamlet land to I-3 Industrial is incompatible with Catharpin, surrounding rural homes, roads, water resources, farms, and the Comprehensive Plan. Vote NO.
I’m speaking as a resident and landowner — someone who’ll live with this decision. I support initiating the Dulles South Innovation Center CPA study.
A study isn’t a rezoning. It’s not a bulldozer. It’s a chance to gather real facts and hear from the people who live, work, and own land here. Voting no doesn’t protect this community — it just keeps us deciding in the dark.
Please DENY this project. This is not an amendment to STUDY, this is a straight amendment to the Comprehensive Plan, and would allow an even larger number of data centers to be built than the Digital Gateway. The County has 205 data centers planned, with only 55 actually built. We can't supply power to the 55 in existence, let alone the remaining 150 to be built. And there is no way to supply power to the ones at Dulles South. Deny this unchecked industrialization of our County.
I ask the board to DENY this project. There is no study that would show any positive impacts from this data center complex. Once land is gone, it is gone for good. The air and light pollution, wildlife, trees and wooded areas, sound pollution from something this size, traffic concerns, watershed concerns and the fact that we as residents depend on well water, are just a fraction of the concerns this poses. Vote NO and keep data centers in the overlay. NO more rezonings, no more data centers.
I support this project and ask the Board of Supervisors to vote YES to allow this project STUDY to be conducted. Please allow all the facts and information to be gathered in order to be able to make an informed decision. There is so much misinformation circulation by anti progress individuals that it is vital to get facts and that cannot be done without this study.
I support this project and ask that you vote yes to simply approve the CPA. As landowners we are owed to have the facts from then CPA vs misinformation from the opposing side. So please approve this submission. I travel down Sanders Lane daily and not once have I seen a working farmland that is being printed in social media daily. Thank you for your time.
I oppose 11-D, the Dulles South Innovation Center. This is not a small/low-impact change. I-3 industrial use at this scale is not compatible with our quality of life. VA's JLARC report found data centers will drive double power demand over 10 yrs. Catharpin should not absorb industrial-scale power demand, water strain, transmission infrastructure, construction disruption, noise, and loss of rural land simply because this project may generate revenue. Please vote NO on initiating this CPA.
Say NO to this destructive project. Idk if others are lying or misinformed, but this would be built right up against Catharpin park and a newly built children’s playground. It would have negative effects for all the surrounding residents, not to mention the farmland, water, electricity, and other resources for the area. Don’t sell out to the big tech parasites who don’t care about the community. Preserve the beauty of VA for the future.
I oppose #CPA2026-00012. My family lives off Catharpin and do not want to see this center built. We have seen the horrible impacts on other Virginia communities and do not want to fall victim next to the water and light pollution and the increased pressure on our already strained energy grid. Additionally, this project would be located directly next to a park where a children’s playground was just built. This is a rural area that people moved to because of that fact, please do not destroy it.
I support Item 11 D, CPA2026 00012, as a Catharpin resident. This project deserves a full and fair review based on its land-use merits and potential benefits to Prince William County. The Sanders Lane site is remote, purpose-built, and already served by infrastructure. Please vote Yes, so this project’s merits and benefits can be fully evaluated and so the Catharpin residents, who will be directly affected, have a voice and can fully weigh in on the project's impacts and value.
Please approve this study. The land owners are simply asking to have a CPA study done so all of the CORRECT facts can been presented. Most of the people against this study are presenting inaccurate information or simply "hate datacenters" even though they need them to post their negativity.
